12 month Secondment / Fixed Term Contract - Head of Transactional Service Centre (Delivery)

This is an exciting opportunity to lead the design and delivery of a brand-new Transactional Service Centre at Thames Valley Police.
As Head of Transactional Service Centre (Delivery), you will play a pivotal role in creating and establishing a new function that will transform how key enabling services are delivered across the organisation. Initially focused on People services, this role will also help shape a model that has reach across People, Tasking & Resilience, and Finance, making it a highly visible and strategically important leadership position.
This is much more than a service delivery role. It is an opportunity to build, lead and embed a critical function from the ground up — designing services, driving performance, improving customer experience, and enabling sustainable, efficient ways of working across Thames Valley Police.

What You Will Be Responsible For
In this role, you will:
- Lead the design, mobilisation, and delivery of the new Transactional Service Centre
- Develop a service model that delivers high-quality, efficient, and customer-focused services.
- Drive operational excellence, service performance, and continuous improvement.
- Help shape the future of Enabling Services within Thames Valley Police
- Collaborate closely with senior leaders and stakeholders across multiple functions to ensure the new service meets organisational needs.
- Champion digital transformation, modern ways of working and service innovation.
- Build credibility and confidence in the new function through strong delivery, clear governance, and excellent stakeholder management.
What We Are Looking For
We are seeking a credible and forward-thinking leader who can bring together strategy and execution.
You Will Ideally Have
- Significant leadership experience in service delivery, shared services, operational transformation, or business change
- Experience of designing, implementing, or improving transactional / support service functions
- Strong track record of delivering change, performance improvement, and customer-focused outcomes.
- The ability to work across organisational boundaries and influence at senior level.
- experience of leading teams through change and creating a culture of accountability, improvement, and collaboration.
- Excellent communication, relationship-building, and stakeholder management skills.
- The ability to balance strategic thinking with hands-on delivery in a fast-paced and evolving environment.
Experience in the public sector or a complex organisational environment would be beneficial, but most importantly, we are looking for someone who can bring the leadership, pace and vision needed to make this role a success.

Essential Information For Internal Applicants
If you are a permanent member of staff applying for this role, please note it will be offered on a secondment basis.
All secondments must be supported in writing by your Line Manager and Head of Department / Commander or Deputy. Please attach written approval to your application.
If secondment support is not available, the role may be offered on a fixed-term contract basis. Please note this may have implications, including the loss of continuous service protections.
Shift allowance, on-call or other role-related allowances from your previous post will not be protected unless attached to the new role for the duration of the secondment.

All posts require a level of Police Vetting in line with the National Vetting Code of Practice. Residency requirements apply, although applications will be considered on a case-by-case basis where applicants can demonstrate UK residency with supporting evidence.
