The EIB, the European Union's bank, is seeking to recruit for its Secretariat General (SG), Group Strategy Department (GS), at its headquarters in Luxembourg, a Head of Simplification Division*.

This is a full-time position at grade 7 for which the EIB offers a permanent contract.

Applicants will receive initial feedback in July 2026.

Assessment Centres for selected applicants would take place by end of July/beginning of August 2026.

Panel interviews are anticipated for end of August 2026.

Purpose

In an environment of heightened geopolitical and economic uncertainty, the EIB Group is playing an increasingly central role in supporting EU policy priorities, with rising expectations on performance and responsiveness. This places greater emphasis on efficiency, agility and the Bank’s capacity to act at pace, making continued efforts to streamline internal processes and reduce complexity essential.

As Head of the Simplification Division, you will lead and drive the Bank’s efforts to identify, prioritise and advance initiatives aimed at improving the efficiency of internal processes, in order to enhance staff experience and support the delivery of the EIB Group’s strategic objectives.

Operating Network

You will report to the Director of the Group Strategy Department within the Secretariat General Directorate.

You will lead a Division responsible for advancing simplification initiatives across the EIB Group, working in close cooperation with Services to support the identification, prioritisation and delivery of efficiency enhancing reforms.

The role requires close interaction with senior management and stakeholders across the Group, contributing to the alignment of priorities and ensuring that simplification efforts are effectively embedded within broader strategic and operational activities.

Accountabilities

  • Define and drive the strategic direction and priorities of the Simplification Division, ensuring alignment with the EIB Group’s objectives and internal reform agenda.
  • Lead the identification and prioritisation of simplification initiatives across the Group, focusing on areas with the greatest potential to reduce complexity and improve efficiency.
  • Establish and maintain structured approaches to capture, assess and monitor simplification opportunities, ensuring transparency, consistency and a clear focus on impact.
  • Steer the Division’s work programme, including the effective mobilisation of internal and external resources, ensuring timely delivery, high-quality outputs and appropriate reporting to senior management.
  • Engage with Directorates and Services across the Bank to support the development and advancement of simplification initiatives, fostering collaboration and shared ownership of outcomes.
  • Monitor and assess the progress and impact of initiatives, including the development of relevant indicators to support decision-making and continuous improvement.
  • Provide strategic advice and recommendations to senior management on opportunities to streamline processes and enhance organisational efficiency.
  • Ensure the overall quality and consistency of the Division’s contributions, including analyses, briefings and inputs to institutional discussions.
  • Lead, develop and motivate the Division’s staff, ensuring appropriate allocation of responsibilities, development of competencies and a high level of engagement and performance.
  • Oversee the appraisal process for the Division, including setting objectives and conducting performance reviews in line with institutional guidelines.
  • Actively contribute to the management team of the Group Strategy Department, supporting collective decision-making and contributing to broader strategic priorities.

Qualifications

  • University degree (minimum an equivalent to a Bachelor), preferably in economics, finance, business administration, public policy or a related field.
  • At least 10 years of relevant professional experience in areas such as strategy, organisational development, consulting, process optimisation, change management or related fields, preferably within an international organisation or financial institution.
  • Proven experience in leading strategic or organisational initiatives involving multiple stakeholders and delivering tangible outcomes.
  • Experience or proven ability in managing and coaching staff, ideally in multicultural environments or international organisations (e.g. contribution to: determining team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback) as well as fostering a collaborative and performance-oriented working environment.
  • Demonstrated ability to manage external providers and consultancy support, including defining deliverables, overseeing execution and ensuring quality outcomes in line with institutional requirements.
  • Experience in process management and structured approaches to process optimisation and efficiency improvement.
  • Good understanding of the EIB Group’s mission, activities and organisational context.
  • Strong ability to analyse complex organisational issues and translate them into practical and implementable solutions.
  • Excellent communication and influencing skills, with the ability to engage effectively with stakeholders at all levels of the organisation.
  • Strong organisational and prioritisation skills, with the ability to manage multiple initiatives in parallel.
  • Excellent knowledge of English and/or French (*) with a good command of the other. (Knowledge of other EU languages would be an advantage).

(***) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire. As both English and French are however official working languages of the EIB, proficiency in both languages is a pre-requisite for your future career development. Any language clause in your contract must be fulfilled in order for you to be eligible for a promotion (either via the annual appraisal cycle or via an internal selection process). Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL). The Bank offers appropriate training support.
